I noticed when I installed Windows 7 at work that it was using a new boot animation. This is not animation that I was seeing on my home computer - which still had the old Vista animation.
To (re)enable the Windows 7 boot animation:
Issue the command bcdboot %WinDir% /l en-US.
Note: If you are not using en-US with your version of Windows 7, change it as appropriate. For instance: ja-JP, de-DE, es-ES, pt-BR, zh-CN, zh-TW, fr-FR, fi-FI, etc.
You can verify the current settings with the command bcdedit.
It turns out, however, that this didn't fix the problem for me. Nor did updating my computers BIOS, as I'd also read about as a solution. In the end I determined that the issue was with my monitor being connected to my video card via HDMI. The new 7 boot animation doesn't work with HDMI. This may or may not be fixed by GA.
